The city that measured its own noise

It is often said that a city cannot do much about noise, because noise is what a city is. Bilbao decided to test that. Between 2018 and 2022 the council put four hundred sensors around the city and published the readings online, street by street, updated every hour.

The data was not used to fine anybody. It was published because the council had been told, repeatedly, that complaints about noise were subjective and impossible to act on. Once the numbers existed, that argument disappeared.

What the map showed surprised the people who had made it. The loudest streets were not the ones with bars, which is what everybody had assumed, but the ones where buses and delivery lorries turned corners. Three bus routes were changed as a result, and the deliveries were moved to before eight in the morning.

Not everything worked. The sensors could not tell the difference between a lorry and a badly maintained scooter, and a project to fine the loudest vehicles was dropped for that reason. The map, however, is still online, and four other Spanish cities have asked for the code.
