The village that measured itself

In 2004 a retired teacher in a village of six hundred people began recording, on a wall chart in the community hall, how long it took residents to reach the nearest hospital. She had no scientific training and no funding, and the exercise began as an argument with a bus company.

What she produced over the following decade is now regarded, slightly awkwardly, as one of the better data sets on rural transport in the region. It is awkward because it was never designed. Categories were added as they occurred to her, one column was abandoned halfway through, and the definition of an emergency changed at least twice.

Professional researchers who have used the chart are divided about what to make of it. Some argue that its flaws are fatal: without consistent definitions, the trends it appears to show could be artefacts of her changing mind. Others point out that the alternative was not a better data set but no data set at all, and that the errors, unlike those in official statistics, are visible on the wall for anyone to inspect.

The teacher herself, who is now in her eighties, is impatient with both positions. She did not set out to produce evidence, she says. She set out to make the bus company answer a question, and it did, eventually, in 2011.
